Note: If a committee of mid-tier models outperforms the frontier at half the price, the buying decision shifts from “which is the best model?” to “which combination fits our budget and use case?” Vendor lock-in to a single AI provider — already risky after the Fable lockout — is now economically unnecessary too.

Rio de Janeiro’s Municipal IT Office Releases a Frontier-Class AI Model — Then Gets Called Out

IplanRIO, the IT company that runs Rio de Janeiro’s city government infrastructure, released Rio 3.5 Open 397B — built on Alibaba’s Qwen 3.5-397B and available under an MIT license. The model entered global top-tier coding and reasoning benchmarks, drawing international attention for its unlikely origin: the same office that keeps city hall’s servers running.

The achievement comes with a dispute. AI company Nex claims Rio 3.5 is substantially derived from its open-source Nex-N2-Pro model — approximately 60% Nex weights, 40% Qwen — rather than an independent fine-tuning effort. IplanRIO has not yet responded to the claim.

Note: Contested provenance aside, a municipal IT department — the kind of office that manages payroll and website uptime — assembled frontier-competitive AI from open components. The tools to do this exist. The barrier is initiative, not budget.
