Open Weights Breach the Frontier — Kimi K3’s 2.8 Trillion Parameters Dethrone Proprietary Leaders
Thinking Machines Lab released Inkling, a 975-billion-parameter multimodal Mixture-of-Experts model with controllable thinking effort and an Apache 2.0 licence — instantly the strongest open-weights model from a US lab. The crown lasted about a day. Moonshot’s Kimi K3 arrived with 2.8 trillion MoE parameters on Delta Attention with native vision, the largest open-weight model from China, leaping 17 places to seize #1 in the Frontend Code Arena and dethroning Fable 5 in six of seven domains.
Confirmed benchmarks show a Fable-class model strictly better than Opus 4.8 across the board at Sonnet pricing, with full weights dropping July 27. Moonshot is raising fresh capital at a $31.5 billion valuation on $300 million in annualised revenue.
Note: Two years ago, open-weight models were useful approximations of the frontier. Now they match it — at a fraction of proprietary API pricing. Every vendor lock-in clause signed this quarter just became more expensive than it needed to be.

And in biosecurity, DeepMind and Isomorphic Labs detailed a bioresilience programme spanning 15-plus partnerships, adapting SynthID watermarking to biological data and directing AlphaFold and AlphaEvolve at outbreak detection.
Note: Three domains, one pattern: AI’s quality control, security testing, and biosafety mechanisms are being automated by AI itself. The immune system is scaling with the organism. The difficult question is who validates the validators.

TSMC Posts 77% Profit Surge, Commits $265 Billion to US Fabs While Apple Hunts Chip Acquisitions
TSMC reported a 77.4% jump in quarterly profit, raised 2026 capital expenditure toward $64 billion, and called its conviction in the AI demand cycle “very strong.” That conviction is underwriting a $265 billion commitment to build ten fabrication plants on US soil — four more than previously announced — sealed by a Washington-Taipei deal trading tariff relief for semiconductor investment.
At the other end of the supply chain, Apple is shopping for chip companies outright. Its M2 Ultra processors are struggling to power competitive AI workloads, and its Siri overhaul is running on rented Nvidia hardware — a position the world’s most valuable company appears unwilling to hold.
Note: The world’s most valuable company is renting Nvidia chips for its AI products and shopping for acquisitions to close the gap. If Apple can’t build competitive AI silicon fast enough, institutions planning digital infrastructure should assume supply pressure is structural, not cyclical.

The strike underscores a deployment wave now backed by industrial coalitions: Nvidia unveiled Cosmos 3 Edge, a world model designed for robotic deployment, and rallied Fujitsu, Hitachi, and Kawasaki into a Japanese physical-AI coalition, with Jensen Huang calling the physical world “the next frontier of AI.”
Note: The Ulsan strike establishes a precedent: workers can and will shut production over humanoid deployment. Every industrial automation roadmap now carries a labour-relations cost that wasn’t in the spreadsheet six months ago.

South Korea is tendering a universal AI chatbot service — free for all 52 million citizens and funded by the state. The bidding process is open to domestic and international AI providers. The concept amounts to “universal basic AI”: a public service delivered at population scale, positioned alongside broadband and e-government as core digital infrastructure.
Note: This is what “AI as public infrastructure” looks like when a government builds it rather than publishing a strategy document about it. The question for EU Digital Decade planning: is sovereign AI a service layer, or just a sovereignty talking point?

Visa launched a platform enabling its network of 15,000 banks and 200 million merchants to issue, accept, and settle stablecoin payments. The infrastructure makes stablecoin transactions accessible through existing card rails — without requiring users or merchants to interact with cryptocurrency exchanges or wallets directly.
Note: Visa serving stablecoins through existing card rails to 200 million merchants doesn’t look like a crypto experiment. It looks like the next payment standard — and procurement systems will need to accommodate a settlement layer they didn’t plan for.
